Every board meeting runs on one document: the pack - agenda first, then every paper behind it, in order, numbered so a room full of directors can be on the same page by saying its number. Assembling it by hand means merging PDFs one by one, fixing the order, and renumbering everything when a paper changes.

This page does the assembly. Add the agenda, attach each item's papers, and Build writes the cover, computes the agenda's page references, merges everything in order, stamps every page, and hands you the finished PDF. Reorder an item and the numbers recompute.

How do I combine board papers into one PDF?

Are my board papers uploaded to a server?
No. Board papers are the most confidential documents most organizations produce, which is why the merge runs entirely in your browser using an open-source PDF engine loaded with the page. Unplug the internet after the page loads and the pack still builds. Attached files live only in this tab - they are not even saved to the draft.
What is a board pack?
The single document a board reads before a meeting: the agenda plus every supporting paper - financials, reports, minutes, resolutions - merged in agenda order, numbered continuously, with a cover. Assembling it is one of the quiet monthly jobs of secretaries and EAs everywhere, and it is usually done by hand.
How do the agenda page numbers work?
The tool counts the pages of every attached PDF and computes where each item's papers begin: cover, then agenda, then papers in order. The agenda prints those start pages, and every page of the finished pack carries a page number. Reorder an item and the numbering recomputes.
Why did a document get skipped?
A file marked unreadable is usually encrypted, damaged, or not really a PDF. The tool tells you exactly which files it skipped rather than silently producing an incomplete pack - print the skipped item separately or re-export it as a standard PDF and attach again.
Is there a free alternative to board portal software?
For the pack itself - this page. Board portals charge monthly for distribution, voting, and archiving; if what you actually need is the assembled, numbered pack as a PDF you can send however you already send things, that job runs free in your browser here.
